Preheat oven to 425 degrees F. Place chicken leg quarters skin side up on baking sheet pan with vegetables. Mix in bowl the lemon juice, oils and spices. Pour mix over chicken and vegetables. Put sliced lemons on top of each chicken leg quarter. Bake for 35-40 minutes to 165 degrees F inside chicken. Wash neck bones well under cold running water. Trim away any excess fat, gristle or small bones. Place neck bones in Dutch oven or large saucepan.
